About the authors
Alcione Frederick is Assistant Director for APLU’s Center for Public University Transformation. Prior to joining APLU in July 2020, Alcione spent over 10 years working in student affairs supporting student-centered initiatives both nationally and internationally. She is a former Peace Corps volunteer and a teacher trainer who spent three years working in Senegal. Alcione completed her master’s degree in Anthropology at Washington State University. She also holds a bachelor’s degree in Anthropology and Psychology from Juniata College.

Julia Michaels is the Executive Director for the Center for Public University Transformation (CPUT) & Associate Vice President at APLU. In this role she engages networks of universities, professional associations, and other higher education stakeholders to bring effective solutions to scale. Prior to APLU, Julia worked for the Annette Strauss Center for Civic Life at the University of Texas at Austin and the Oregon University System. She was also a Visiting Research Fellow at the American University in Central Asia. Julia holds a Master of Public Policy degree from Oregon State University and a bachelor’s degree in Political Science from Saint Olaf College.

Kate Michaels served as a Program Manager at APLU’s Center for Public University Transformation, where she has worked on APLU’s Powered by Public Initiative since March 2018. Prior to APLU, Kate worked at a community-based organization focused college access and success, where she engaged directly with high school students to address the barriers to college knowledge, entry, persistence, and completion. She holds a bachelor’s degree in Political Science from the University of Pennsylvania.
